- In a large bowl, combine 1 ½ cups all-purpose flour, 1 cup old-fashioned oats, 1 cup packed light brown sugar, 1 teaspoon grated lemon zest, ¾ teaspoon baking powder, ½ teaspoon salt, ½ teaspoon ground cinnamon, and ¼ teaspoon ground nutmeg. Mix well.
